Hawaii Tourism Authority U.S. Brand Management Contract Update

Statement by Mike McCartney
HONOLULU—DBEDT Director Mike McCartney today released the following update on the Hawaii Tourism Authority RFP 22-01 covering the areas of brand management and visitor education services for the US market, as well as support services shared by Hawaii’s brand management teams around the world.
“As Chief of the Procurement Agency for the Department of Business, Economic Development and Tourism, I am responsible for overseeing the 22-01 tender process for the Hawaii Tourism Authority ( hypertension). The Hawaiian Islands are in the middle of the busy summer travel season and planning should be done for the upcoming fall period. Accordingly, I have determined, with the concurrence of the State’s Director of Purchasing, that it is beneficial to the State to extend US MMA’s current contract with the Hawaii Visitors and Convention Bureau for 90 days, until to September 28, which should allow ample time to resolve the ongoing dispute.
The three-month extensions of the two contracts, for brand management in the US market ($4,250,000) and global support services ($375,000), maintain the current level of services. After conferring with HTA President and CEO John De Fries, we have agreed that granting this extension is in the best interest of our state and creates the necessary time frame within which the protest can be resolved.
My ultimate goal is to ensure a fair and smooth transition in which the best partner for HTA is found. Due to my role in this process, I will respectfully decline further public comment until the protest is resolved and a new contract is awarded.
